our experience

Our team has led and implemented projects for some of the world's most demanding clients, including the U.S. Department of State, the U.S. Agency for International Development, the City of New York, Global Affairs Canada, the U.S. Census Bureau, and the National Endowment for Democracy.

We have designed and managed initiatives across North America, Africa, the Middle East, and Asia, supporting engagements valued at more than $250 million. Our name and story

In Tagalog, tawiran (tah-WEE-ran) means "a crossing" — a place or act of moving from one side to another. For us, the name reflects our mission: helping clients navigate complexity, bridge divides, and move from challenges to solutions.

Just as a tawiran provides a safe and purposeful passage, we serve as a trusted partner guiding organizations through transitions, whether that means implementing new policies, strengthening institutions, or building systems that create sustainable change.

Founded and led by a female and minority-owned team, Tawiran is headquartered in Washington, D.C.'s historic Anacostia neighborhood. We are proud of where we are rooted, and committed to the same principles of connection and progress that define the communities we serve.

We are a bridge between strategy and action, policy and practice, vision and measurable change.

OUR APPROACH

We bridge policy and progress.

We have worked inside government agencies through every stage of complex reform efforts. We know what it takes to move an idea from a document into an institution.

We build capacity, not dependency.

Every engagement is structured to leave something behind: stronger systems, more capable teams, and institutions better equipped to continue the work after we are gone.

We treat technology as a tool, not a solution.

Whether the challenge involves AI integration, data systems, or digital transformation, we start with the institutional problem and work backward to the right technical response.
